Yes absolutely, you can cut the pipe to whatever length you want. You're just going to want to make sure that the end caps get put back together properly so you can install the leg to the mount.

The image quality diminishing over time is most likely an issue on the camera side. What I have generally seen is the camera lens will get dirty and yellow over time which will begin to cause the image to get less sharp and the image quality to diminish. You can try to polish the lens on your camera to improve the image quality.

Bryan, if it were me I'd go with caster wheels over fixed wheels. Mainly because a fixed bearing wheel can only be moved in a vertical direction and are not able to turn in a direction parallel to the wheel path. The only leg up I can think of is that fixed wheels are going to be a bit easier to steer since they only go forwards or backwards, other than that I think caster wheels take it.
